The attendees, whose daily number reached 245 persons, had the opportunity to get acquainted with the theoretical and practical tools for implementing the third mission of universities and their impact on the development of social processes; gain experience in implementing European practices of social innovation and social entrepreneurship in education; learn about the peculiarities of forming social cohesion in Ukraine through the prism of involving youth and communities; acquire knowledge about social inclusion, its types and actualization in the conditions of the Russian-Ukrainian war and the involvement of HEIs in these processes in Ukraine; get acquainted with the basis of the social responsibility of universities in overcoming crisis states in society.

Maria Sayuk, a postgraduate student of the educational and scientific program “Politics and Leadership in Higher Education”, researcher at the Department of the Research Activities of Universities of the Institute of Higher Education of the NAES of Ukraine, successfully passed the selection and began studying under the English-language program “Values and Democracy in European Research and Higher Education” (EURODOC Ambassador Programme for Values and Democracy in European Research and Higher Education).
The training program is organized by the European Council of Doctoral Candidates and Junior Researchers (EURODOC) for young researchers from all fields. It aims to provide a comprehensive overview of the democratic values of higher education and research in Europe and to provide theoretical and practical training to participants to support democratic principles both in educational and scientific institutions and in civil society, with which educational and scientific institutions actively interact.
The collective monograph «Artificial Intelligence in Higher Education and Scientific Research» (Springer publishers), which has the representative of our Іnstitute Viktor Zinchenko, chief research fellow of the Department of Social and Institutional Transformations in Higher Education, as one of its co-authors, was listed as one of the twenty best Artificial Intelligence research books of all time (according to BookAuthority). On March 6, 2025, Olha Petroye, Head of the Research Activities Department of Universities, participated in the inaugural online meeting for the development of the draft professional standard “Research Data Management Specialist”, which took place under the chairmanship of Hryhoriy Mozolevych, Director General of the Directorate for Science Development of the Ministry of Education and Science of Ukraine.
Hryhoriy Mozolevych emphasized the relevance of the task and outlined the deadlines for the development of the draft professional standard “Research Data Management Specialist”.
Participants of the online meeting – representatives of higher education institutions, scientific institutions, libraries, trade unions, and employers – exchanged information about their motivation, personal experience, and strengths in the context of potential contribution to the activities of the working group of the Ministry of Education and Science of Ukraine on the development of the professional standard “Research Data Management Specialist”, discussed and agreed on organizational issues regarding interaction and effective activity of the working group.
The event is organized by two Erasmus+ projects: Jean Monnet Center of Excellence “European Studies of Social Innovations in Education” project and KA2 “Universities-Communities: Strengthening Collaboration (UNICOM)” project, with support of the National Erasmus+ Office in Ukraine, other Jean Monnet projects “European Practices of Social and Economic Inclusion”, “Social and Cultural Aspects of European Studies”.
The School will bring together PhD and postdoctoral students, researchers, academia, representatives of expert community and civil society.
The School activities will unfold around the following themes:
– Third university mission and the social impact of universities on societal development
– European practices of social innovations and social entrepreneurship in education
– Social cohesion in Ukraine: engaging youth and communities
– Social inclusion, its types, and perspectives
– University social responsibility in overcoming societal crises.
In addition to round tables, a conference, webinars, training sessions, and participants’ self-study, the International Spring School will include an online international internship at the University of Genoa, the total number of 6 ECTS credits (180 hours).

The following issues were considered during the session of the Academic Council:
- approvi ng the results of the competition for the positions of researchers at the Institute;
- making changes to the composition of the Institute’s Academic Council.
As a result of the consideration of these issues, the Academic Council of the Institute has made the corresponding decisions.
Before the start of the meeting, the director of the Institute Iryna Drach has awarded Olena Slobodyanyuk, Candidate of Pedagogical Sciences, Head of the Department of Research Organization and Personnel of the Institute, with Honorary Diploma of the Institute of Higher Education of the NAES of Ukraine for conscientious performance of official duties, high professionalism, and on the occasion of the anniversary.
The following issues were considered during the session of the Academic Council:
- approving the results of the competition for the positions of researchers at the Institute;
- updating the educational and scientific program «Teaching and Learning in Higher Education» and bringing the educational and scientific programs «Teaching and Learning in Higher Education» and «Policy and Leadership in Higher Education» into line with the provisions of the Resolution of the Cabinet of Ministers of Ukraine «On Amendments to the List of Fields of Knowledge and Specialties in Which Applicants for Higher and Professional Pre-Higher Education are Trained» dated August 30, 2024, № 1021;
- approving the applications for fundamental academic research on the topics of the NAES of Ukraine, which will begin their realization in 2026;
- making corrections to the topic of the thesis by postgraduate student L. Yu. Matveyeva.
As a result of the consideration of these issues, the Academic Council of the Institute has made the corresponding decisions.

- approving the report on the activities of the Institute in 2024 and the results of the competition for the position of a research worker at the Institute;
- approving the Work Plan of the Institute of Higher Education of the NAES of Ukraine for 2025; the Work Plan of the Academic Council of the Institute for 2025; changes to the Thematic Plan of Academic Research of the Institute for 2025; report on the work of the Council of Young Scientists of the Institute in 2024;
- supporting for the candidacy of K.O. Vashchenko for election as a full member (academician) of the NAES of Ukraine at the Department of Vocational Education and Adult Education;
- preparation for the International Scientific and Practical Conference «The Scientific Heritage of Mykhailo Tuhan-Baranovsky as a Conceptual Basis of Social Development»;
- recommendations of the junior research fellow of the Department of Quality Assurance of Higher Education K.O. Zhdanova for training outside of postgraduate studies in the specialty «Politics and Leadership in Higher Education».
As a result of the consideration of these issues, the Academic Council of the Institute has made the corresponding decisions.
On December 26, 2024, a meeting of the Academic Council of the Institute of Higher Education of the NAES of Ukraine was held in hybrid mode (both online and offline).
Before the start of the meeting, the director of the Institute Iryna Drach has awarded Olha Petroye, Dr. Hab. in Public Administration, Prof., Head of Department of the Research Activities of Universities; Nataliya Shofolova, Ph.D. in Economics, Ass. Prof., Head of Department of Interaction between Universities and Society; and Olena Orzhel, Dr. Hab. in Public Administration, Ass. Prof., Chief Research Fellow of Department of Interaction between Universities and Society, with diplomas on the results of the international exhibition «Education and Career – Student’s Day 2024» for active work on the introduction of pedagogical innovations into the educational process.
The following issues were considered during the session of the Academic Council:
- the state of academic and organizational work with post-graduate and doctoral students of the Institute in 2024;
- approving the Regulations on the training of candidates for the degree of Ph.D. and Dr.Hab. at the Institute of Higher Education of the NAES of Ukraine;
- approving the annotated (by stages) and final annotated reports on the implementation of academic research; interim reports on the results of the stages of academic research and final reports on the results of academic research at the Institute;
- recommending the academic discipline «The Third Mission of Universities» for teaching within the framework of the «Educational and Academic Program for Advanced Training/Professional Development of Academic-Teaching and Research Fellows of HEIs and Academic Institutions»;
- recommending for publication: academic products based on the results of the research projects; the next issue of the international academic journal «Universities and Leadership»;
- reviewing the report on the work of the Institute’s specialized academic councils and Academic Council in 2024.
