The following issues were considered during the session of the Academic Council:
approving: the tasks that will be implemented when carrying out the comprehensive academic research «Generalization of the conceptual and terminological apparatus on the current problems of higher education in the conditions of European integration»; Academic supervisor – coordinator, Responsible executor, Academic supervisors of tasks and the composition of temporary research teams – executors of the comprehensive academic research «Generalization of the conceptual and terminological apparatus on the current problems of higher education in the conditions of European integration».
As a result of the consideration of these issues, the Academic Council of the Institute has made the corresponding decisions.
Events
The following issues were considered during the session of the Academic Council:
- results of the state attestation of the Institute of Higher Education of the NAES of Ukraine;
- ensuring the quality of training postgraduates students for the degrees of Doctor of Philosophy and Doctor of Sciences at the Institute;
- approving: the results of certifying postgraduate and doctorate students of the Institute; the Curriculum for the preparation of applicants for the third (educational and scientific) level of higher education of the educational and scientific program «Policy and Leadership in Higher Education»;
- dismissing of doctoral students;
- approving the results of: participation of postgraduate students of the Institute in international academic mobility at the University of Tampere (Finland); internship at the Institute of Biology of the Pomeranian University (Slupsk, Poland);
- inviting R.M. Vabalaitė, Philosophy Doctor, Research Fellow at the Lithuanian Culture Research Institute (Vilnius, Lithuania) to the editorial board of the academic journal «Philosophy of Education».
As a result of the consideration of these issues, the Academic Council of the Institute has made the corresponding decisions.
On 2025 August 6th, Angelina Khomenko, a PhD student of Teaching and Learning in Higher Education program delivered a training session “AI Made Simple: AI for Life, AI for Peace.” The training was held for patients and medical staff of the post-acute and long-term rehabilitation department at the National Military Medical Clinical Center “Main Military Clinical Hospital.”
Angelina taught participants how to use artificial intelligence to quickly create texts and images, present themselves or their projects, create a resume, and generally feel safe and confident in the digital world.
One of the training’s goals was to encourage combatants and veterans to share their stories and experiences with the public and the outer world. Angelina was invited to return to continue the study of AI. We hope that, with time, we will see and read more stories from combatants and veterans that will inspire us and others to continue working and moving toward victory.
On July 24, the Institute of Higher Education was visited by John Nesheim—an engineer, consultant, entrepreneur, former professor at Cornell University (USA), and author of bestsellers: High Tech Start Up, The Power of Unfair Advantage: How to Create It, Build It, and Use It to Maximum Effect, and Entrepreneur The Person.
The purpose of his visit was to familiarize himself with the Institute as a research institution and to discuss possibilities of bridging the Institute for cooperation with US universities, grant-making organizations, and charitable foundations.
According to Mr. Nesheim, higher education and science in the United States are currently undergoing a period of uncertainty and dramatic changes, and therefore offering recommendations about a particular foundation of institution would be imprudent at the moment. Nevertheless, he noted that the Institute is actively contributing to the transformation of higher education and has a strong chance of securing grant support once the situation improves.
John Nesheim was in Kyiv as an advisor within the framework of U.S. assistance to Ukraine’s military sector. He also expressed interest in the project “Promoting Social Inclusion through Engaging Combat Veterans in Lifelong Learning,” implemented by the Institute’s University-Community Engagement Unit within the research theme “Social Inclusion in Higher Education During the Post-War Period”. Mr. Nesheim plans to support construction of housing for veterans with disabilities.
The Guidelines on Third Mission of Universities have been developed by the EU Erasmus+ Programme project “Universities – Communities: Strengthening Cooperation (UNICOM)”. This guide summarizes best practices from European and Ukrainian universities and offers higher education institutions a framework for community engagement and partnerships with various external stakeholder groups. The guidelines cover such key topics as: strategies for the development and methodologies for the implementation of third university mission; models of university-community engagement; recommendations for implementing the third university mission in interaction with communities and society at large.
Together with the Institute of Higher Education of the National Academy of Educational Sciences of Ukraine, the authors of the Guidelines represent Ukrainian HEIs who are members of the UNICOM project consortium: Mykhailo Drahomanov Ukrainian State University, Sumy National Agrarian University, Ivan Franko National University of Lviv, Kharkiv National University of Radio Electronics, Bohdan Khmelnytsky Melitopol State Pedagogical University, Donetsk State University of Internal Affairs, and Vinnytsia National Medical University named after M.I. Pirogov.

The following issues were considered during the session of the Academic Council:
- assigning the academic title of Senior Researcher to V.O. Vorona;
- making amendments to the Regulations on the training of candidates for the degrees of Doctor of Philosophy and Doctor of Science at the Institute of Higher Education of the NAES of Ukraine;
- granting academic leave to postgraduate students L.Yu. Yampolskaya, M. I. Duday, S.I. Mykhailenko;
- recommending for publishing the next issue of «Philosophy of Education» academic journal;
- appointment of reviewers for the preliminary examination of the dissertation of doctoral student O.V. Dudina.

On June 02 to 30, 2025, International Society for Information Studies held its Summit – a scheduled, biannual academic event dedicated to presenting and discussing current achievement in the fields of the study of information. Within the framework of the Summit program, there was a hybrid symposium organized in Vienna by Institute for a Global Sustainable Information Society under the title “AI Generating New Habits. Critical Reflections”. The goal of the symposium was to promote an interdisciplinary discussion on the issues related to the usage of AI-based technologies in today’s society, as while AI makes daily life of humans safer, easier, and healthier in many aspects, it also poses serious threats to human rights and human society overall.
There were researchers from many countries of the world taking part the symposium, including Austria, China, the Netherlands, Sweden, Italy, Czech Republic, Ukraine, France, and the USA, who presented their critical reflection on possibilities of applying AI-based technologies in order to enhance human lives and on the risks and challenges related to the usage of those technologies.
Amongst the invited participants of the symposium, there was a representative of the Institute of higher education of the NAES of Ukraine – Yurii Mielkov, Dr. Hab. in Philosophy, Sen. Researcher, Chief research fellow of the Department of social and institutional transformations in higher education. In his report titled “The place and role of humans in the age of Generative AI”, Dr. Yurii Mielkov presented his philosophical consideration on the impact the usage AI-based technologies could and does have on human life and human professional and educational activities, as well as on the possible reply humanity can have to the challenges related to the becoming of Generative AI.

Before the start of the session Director of the Institute Iryna Drach presented Certificates of the reporters to the research fellows of the Department of social and institutional transformations in higher education: Alla Havryliuk, Doctor of Sciences in Public Administration, Professor, chair of the department; Yurii Mielkov, Doctor of Philosophical Sciences, Senior Researcher, chief research fellow; Viktor Zinchenko, Senior Researcher, chief research fellow; Yurii Vitrenko, Candidate of Economic Sciences, Ass. Professor, leading research fellow; Viktoriya Vorona, Candidate of Pedagogical Sciences, senior research fellow – for the high level of presentation of educational and scientific achievements during the seminar
«Development of modern universities: synergy of transformations of higher education, science and economy».
The following issues were considered during the sessions of the council:
- approving the Perspective thematic plan of scientific research of the Institute for 2026–2028, the Indicative perspective thematic plan of scientific research of the Institute, starting in 2027 and 2028, the Regulations on the main requirements for the abstract of a doctoral dissertation submitted to the specialized academic council D 26.456.02 of the Institute of Higher Education of the NAES of Ukraine;
- making amendments to the Rules for admission to postgraduate and doctoral studies of the Institute of Higher Education of the NAES of Ukraine in 2025;
- approving the program of the entrance exam to the educational and scientific program «Politics and Leadership in Higher Education» for the training of Doctors of Philosophy in the specialty «A1 Educational Sciences»;
- recommending the next issue of «Universities and Leadership» academic journal for the publication.
As a result of the consideration of these issues, the Academic Council of the Institute has made the corresponding decisions.
During the session of the Academic Council, the issue of nominating Yurii Mielkov as a candidate in the competition for the election of members of the Scientific Committee of the National Council of Ukraine for the Development of Science and Technology was considered.

- making changes to the Prospective thematic plan of academic research of the Institute for 2025–2027, the Thematic plan of academic research of the Institute on the topics of the NAES of Ukraine for 2025, technical tasks for academic research;
- approving the Prospective plan for the release of electronic publications of the Institute of Higher Education of the NAES of Ukraine for 2026–2028, prepared based on the results of fundamental academic research;
- preparation for the round table discussion «Public Health and Public Science in Emergency Situations».
